A


Action programme

The Community Action Programme in the field of Civil Protection is an operative programme intended to support and supplement Member States’ efforts at national, regional and local levels by implementing actions for the protection of persons, property and environment in the event of natural and technological disasters. It was adopted in 1999 (1999/847/EC OJ L327/53) and expired on 31 December 2006. A new Civil Protection Financial Instrument is going to be available soon.

The Programme covers initiatives dealing with prevention, preparedness and response to disasters, as well as information and awareness-raising activities. In addition, specific thematic priorities/actions are set every year within this overall context, in the framework of annual calls for proposals.

The Programme provides financial support - in the form of grants - for activities such as major projects of general interest for several Member States, workshops, conferences, as well as information and other support actions.

AMC - Assessment Mission Courses

The Assessment Mission Course is one of the course of training programme of the European Community Mechanism. The course aims at training experienced disaster managers of the Member States of the European Union and other international organizations in planning and conducting assessment missions within the Member States and in third countries.

An additional objective is the development of a European assessment methodology, which can be shared with other national and international organizations.

CECIS - Common Emergency Communication and Information System

The Common Emergency Communication and Information System is a reliable web-based alert and notification application created with the intention of facilitating emergency communication among the participating states.

It provides an integrated platform to send and receive alerts, details of assistance required, to make offers of help and to view the development of the ongoing emergency as they happen in an online logbook.

Civil Protection Mechanism

The Community Mechanism for Civil Protection is a tool that enhances community co-operation in civil protection matters.

It was established by the Council Decision of 23 October 2001 to facilitate co-operation in civil protection assistance interventions in the event of major emergencies which may require urgent response actions.

The Community Mechanism for Civil Protection has a number of tools intended to facilitate both adequate preparedness as well as effective response to disasters at a community level: the Monitoring and Information Centre (MIC), the Common Emergency and Information System (CECIS), a training programme.

CMIC - Community Mechanism Induction Course

The Community Mechanism Induction Course is the introductory course in the training programme of the European Community Mechanism to reinforce and facilitate cooperation in civil protection assistance interventions.

The Community Mechanism Induction Course (CMI) forms the basis of the programme. The objective is to prepare experts to participate in international civil protection missions. The target groups for this six days’ course are team leaders, managers, experts and administrators from the participating states.

EUCIVEX - Exchange of Experts System in the Field of Civil Protection

The Exchange of Experts System in the field of Civil Protection, originated in the framework of the Mechanism as a special tool to reinforce the cooperation in civil protection training whereby individuals can be seconded to teams in other Member States.

European emergency number - 112

112 is the single emergency telephone number for the European Union. It was established by Council Decision of 29 July 1991 (91/398/EEC) and reinforced through further legislation, namely the directive on the application of open network provision to voice telephony and on universal service for telecommunications in a competitive environment, Directive 98/10/EC.

Exchange of Experts

It is the Mechanism system for civil protection experts exchange. The system allows for the secondment of national civil protection experts to administrations of other participating states on all aspects of emergency intervention. The aim of this secondment is to allow experts to gain experience and direct knowledge about similar responsibilities under different national systems; to familiarise themselves with various techniques used; to study the approaches taken by other emergency services; and, if necessary, to attend or give courses requiring specific expert knowledge not available in their home or host country respectively. The duration of these exchanges vary in length from a few days to a fortnight.

HLC - High Level Co-ordination Courses

The High-level Coordination Course, is the third-level course in the training programme of the European Community Mechanism to reinforce and facilitate co-operation in civil protection assistance interventions.

It intends to to prepare participants being sent by the European Commission to disaster sites as managers. When EU assistance is deployed, these managers facilitate the co-ordination of assistance in emergencies, mainly outside EU.

HLCR - High Level Co-ordination - Refresher Course

High Level Co-ordination - Refresher Course is a course organised as a follow-up to the HLC. These course takes the shape of two-day seminars for high level staff in the Member states and will focus on different themes each term.

MIC - Monitor & Information Center

The Monitoring and Information Centre is the operational heart of the Community Mechanism for Civil Protection.

It is operated by the European Commission in Brussels and available on a 24/7 basis, staffed by duty officers working on a shift basis.

It gives countries access to the community Civil Protection platform. Any country affected by a major disaster – inside or outside the EU – can launch a request for assistance through the MIC.

National contact point

The National Contact Point represents the participating state's civil protection authorities, he/she assess their available resources and inform MIC whiter they are in position to intervene.

(National) Training Coordinator

The National Training Coordinator is the person appointed to be the Contact Point for the National Civil Protection, interface between the participating countries in the Community Mechanism and the other bodies involved (participants of the own country, the Commission, the Training coordinators of the other participating countries, the Training Centres).

The Operational Management Course is the second-level course in the training programme of the European Community Mechanism to reinforce and facilitate co-operation in civil protection assistance interventions.

The Staff Management Course intends to train experts in improving their skills and knowledge in managing an international staff during complex emergencies over a five-day period.

Thematic Area

A Thematic Area is a topic of interest in the framework training activities for Civil Protection in Europe, which has been selected by the EVA Core Group Members to be studied in depth in order to provide the Commission with proper advices and guidelines for future development.
